I certainly think this works under certain circumstances, but some employees know they are being difficult or rude, perhaps because it has been tolerated for a long time (perhaps before you as an HR person has been in that organization). Sometimes, I feel these cases need a blunt "calling out" on their rudeness. Of course, this takes knowing the staff, the organization, etc. But sometimes a little more sterness is needed. Then, after addressing it sternly, I would fall in line with the staements above to see what their reaction is. Sometimes they don't really "wake up" until an HR person comes in and lays it out clearly, not leaving any room for misunderstanding the message. Again, it's about knowing the background of the person and company, so education is required.
